The crypto bank in short
What is a crypto bank?
A joint-stock company and HTP resident entered by the National Bank into the register of crypto banks. It may combine token operations with banking and payment operations: fiat and crypto accounts, exchange, custody, payments for residents and non-residents.
Is it legal in Belarus?
Yes. The status was introduced by Presidential Decree No. 19 of 16.01.2026, in force since 18.07.2026. National Bank secondary regulation has been adopted.
How is it different from a crypto exchange?
An exchange only organises trading. A crypto bank keeps accounts, makes payments and exchange, holds tokens and is under National Bank prudential supervision with capital requirements.
Can non-residents open an account?
Yes. Decree No. 19 explicitly allows accounts for non-resident individuals and companies and remote identification.
What do the AI modules do?
They work inside operations: score transactions for AML, catch fraud, find the best rate, assemble reporting and execute client instructions by voice or text. Risk decisions are confirmed by compliance.
Can a citizen of Belarus open an account?
The basic list of operations under Resolution No. 167 targets non-residents and legal entities; current accounts for resident individuals are possible with limits and 1:1 coverage by the correspondent account at the National Bank. The exact list for each crypto bank is set by the National Bank on registration. Token operations are available to all clients aged 18+.
Can I get my salary in crypto?
A regular salary — no. Under Decree No. 19, payments in tokens from non-residents under foreign-trade contracts are allowed for professional-income and simplified-tax payers, artisans and agro-tourism operators.
Which coins will be available?
HTP Regulation of 15.04.2026: 26 top-100 CoinMarketCap tokens without privacy coins: BTC, ETH, USDT, USDC, TON, SOL, BNB, TRX, XRP, DAI, LTC, DOGE, ADA, NEAR, ARB, SUI, BCH, LINK, AVAX, DOT, PAXG, XAUT, AAVE, SHIB, HYPE, POL, plus tokens of HTP residents. The list will expand.
Are deposits guaranteed by the state?
No. Funds in a crypto bank are not covered by the deposit guarantee system. Stability comes from BYN 20M capital, a BYN 10M irrevocable deposit at the National Bank, prudential requirements and segregated client assets.
Who supervises the crypto bank?
Dual supervision: the National Bank for money operations, AML/CFT and financial stability; the HTP Supervisory Board Secretariat for token operations. Token rates follow methodology No. 163 on Binance, Bybit and OKX data.
